Treasury sees rapid adoption of Do Not Pay tool

<p>The Treasury Department is on track to expand the full use of its Do Not Pay system to all federal agencies in the near term, as Treasury officials aim to fill payment verification gaps and help agencies prevent issues earlier in the payment lifecycle.</p>
<p>Just over a year ago, only 4% of federal programs had done the compliance paperwork necessary to fully access Do Not Pay databases, according to Justin Marsico, executive director for financial integrity at the Treasury Department’s Bureau of Fiscal Service.</p>
<p>But following an executive order and guidance <a href="https://federalnewsnetwork.com/financial-management/2025/08/omb-directs-agencies-to-address-do-not-pay-data-gaps/">issued by the Trump administration to streamline access to Do Not Pay,</a> Marsico said many more agency programs now have full access to the data, with more progress expected in the coming months.</p>
<p>“We’ve gone now from 4% of government programs to 45% of government programs as of last week, and we’re on track for 70-80% by the end of the fiscal year,” Marsico said Tuesday during a fraud prevention conference hosted by AGA. “With another little push into the next fiscal year, we should be able to get to 100[%].”</p>

<p>The Do Not Pay database provides agencies with a range of data sources to verify identity, eligibility, and payment information, with the goal of preventing improper payments and meeting legal requirements.</p>
<p>The Trump administration’s directives have particularly focused on preventing improper payments to deceased individuals. Earlier this year, following a three-year pilot, Congress granted Treasury permanent access to the Social Security Administration’s Master Death File as part of the Ending Improper Payments to Deceased Peoples Act.</p>
<p>Marsico said Treasury has used its payment verification systems to return to agencies roughly 10,000 payments totaling more than $160 million that would have gone to deceased people.</p>
<p>“For each one of those 10,000 payments, that represents less work for agencies to have to do in a post-payment reconciliation process,” Marsico said. “It represents less work for financial institutions to have to do, which in some cases they’re detecting when a person is dead. And the thing that sticks with me the most here, if you have a relative die and you are a surviving family member, for the federal government to continue pushing payments into that person’s bank account, and then to make you as the estate holder the responsible party to have to deal with the aftermath of a collection process, is just not a good way to treat Americans.”</p>
<p>The focus on blocking improper payments to deceased people is part of a shift toward fraud prevention, rather than what’s referred to as the “pay and chase” model.</p>
<p>But Marsico said Treasury still can’t incorporate key data checks, such as verifying certain types of taxpayer identification numbers, due to existing tax law. Marsico discussed more of those data challenges recently on<em> <a href="https://federalnewsnetwork.com/financial-management/2026/09/federal-leaders-guide-to-the-cfo-fiscal-services-justin-marsico-on-helping-cfos-prevent-fraudulent-payments/">Federal News Network’s Federal Leaders Guide to the CFO 2026.</a></em></p>
<p>Renata Miskell, deputy assistant secretary for accounting policy and financial transparency at Treasury, said the long term goal is for payment verification tools such as Do Not Pay to be the “last line of defense” for federal agencies.</p>

<p>“Our goal is really zero payment returns,” Miskell said at the AGA event. “As we see opportunities to further refine our validation rules as it relates to accounting or fund balance with treasury or other controls, we can add to those [standards]. But the goal really is, you should be striving for zero payment returns, and the value comes from all of the work you’ve done up front to prevent that.”</p>
<p>Marsico said one area where Treasury is providing agencies with more warnings on potential payment issues with bank account information.</p>
<p>“We have pretty narrow conditions for when we are going to return a payment because of a bank account problem, and it’s basically where we have a high confidence that the bank account that’s present on the file, like is not actually the payee’s bank account, and then it looks suspicious to us,” he said. “But there is a much broader range of bank account issues that could potentially be happening, and we’re trying to notify agencies where we see something that looks new to us with a bank account, and we want agencies and programs to be going in and looking at that information and making sure that they’re communicating with their their awardees, their customers, and making sure that they actually have the right information in there. So in some cases, they may find out that there is an error, and it will require a payment to be pulled back. But  more to the point, they need to be fixing that information with agencies to correct the the issue going forward. So there are some leads for them there as well to work.”</p>

Postal Service employee manipulation schemes impacted customer service scores, report finds

<p><span style="font-weight: 400;">Efforts from some Postal Service employees to manipulate customer service surveys compromised survey integrity at the agency and artificially inflated customer satisfaction ratings, according to a new audit by the organization’s independent watchdog. </span></p>
<p><span style="font-weight: 400;">The USPS Office of Inspector General published findings about two alleged survey manipulation efforts by Postal Service employees. The Postal Service rejected the OIG’s six recommendations, but the oversight office warns that without corrective action, customer surveys will remain compromised and the Postal Service could face fines from the Postal Regulatory Commission. </span></p>
<p><span style="font-weight: 400;">The report found that some employees created fake issues on the Postal Service’s customer service system so that when a customer satisfaction survey was then sent to their personal email, they could fill out the survey with positive results. In the other effort, employees improperly entered everyday interactions, such as daily mail delivery, into the system to generate surveys and inflate scores. </span></p>
<p><span style="font-weight: 400;">Pressure from supervisors to deliver higher scores was a factor in the schemes, the OIG found. It also found gaps in policy, deterrence measures and other processes that allowed the manipulative actions to continue.</span></p>

<p><span style="font-weight: 400;">“Although management was aware of these schemes, it did not address the underlying culture driving score manipulation,” the report reads. “Some employees faced pressure, at times, from supervisors who benefited from the misconduct.”</span></p>
<p><span style="font-weight: 400;">The OIG’s recommendations include measures to address pressure and improve systems and procedures. After USPS’ rejection of all the recommendations, the OIG said it will pursue the disagreement through the audit resolution process.</span></p>
<p><span style="font-weight: 400;">The OIG conducted its evaluation specifically to assess the integrity of USPS’ customer surveys after the agency reported one scheme of manipulated surveys to the office. In its investigation, the OIG analyzed 40.2 million customer service requests covering from FY 2023 to 2025. </span></p>
<p><span style="font-weight: 400;">In those years, the Postal Service reported a 5% increase in customer service satisfaction. But the OIG found the spike was caused in part by the employee manipulation efforts. The report identified 124,000 out of 3.8 million surveys, or about 3.3%, that auditors believe were affected by those efforts. </span></p>
<p><span style="font-weight: 400;">USPS employees document and resolve customer service issues in the Customer 360, or C360, system. That documentation triggers a survey to be sent to the customer. Feedback collected from the survey results are then submitted to the Postal Regulatory Commission as part of USPS’ annual customer satisfaction reports, which are mandated through the Postal Accountability and Enhancement Act of 2006.</span></p>
<p><span style="font-weight: 400;">The Postal Service initially identified employee misconduct regarding customer surveys in FY24 and, after establishing mitigation measures, referred the issue to the OIG, which began its audit last September. The OIG found the Postal Service’s Customer Experience team successfully addressed the initial scheme, but employee manipulation continued in other areas. </span></p>
<p><span style="font-weight: 400;">Because of the manipulation, local and district customer scores rose, with one Post Office’s score seeing an increase of 21%. </span></p>

<p><span style="font-weight: 400;">The OIG found about 119,000 surveys that were tied to employees posing as customers. Employees would create false customer profiles with real delivery addresses that were linked to their own personal email addresses, then submit service requests to generate customer surveys. </span></p>
<p><span style="font-weight: 400;">The other scheme, according to the OIG, was a coordinated “booster” campaign in the Western Pacific, or WestPac, region. The “booster” scheme saw employees improperly submit service requests that had already been resolved and did not require follow-ups. Employees created almost 22,000 of these requests, which generated about 5,200 surveys, the OIG found. </span></p>
<p><span style="font-weight: 400;">Though “excessive pressure” to raise customer satisfaction scores led to the widespread manipulation, the WestPac region especially experienced unrealistic targets from leadership, including by setting a customer satisfaction score target of 65% rather than the C360 target of 48.2%.  </span></p>
<p><span style="font-weight: 400;">“We found that leadership set artificial, unrealistic targets, sent constant reminders, and tracked daily status of C360 results, creating an environment where altering surveys became routine,” the report says.</span></p>
<p><span style="font-weight: 400;">The OIG identified at least 83 postmasters, managers and supervisors who directly manipulated scores, and sometimes directed their employees to do the same. The Postal Service itself also identified two managers and seven Customer Service supervisors who manipulated customer contact information for surveys. </span></p>
<p><span style="font-weight: 400;">Other factors that amplified the schemes’ impact were the lack of consideration of survey response quality, such as time spent on the survey or presence of detailed comments, and lack of holistic action to address employee misconduct. </span></p>
<p><span style="font-weight: 400;">“Ongoing performance pressure and unaddressed misconduct created an environment where score manipulation became routine, compromising customer data and the integrity of the C360 results,” auditors wrote. “As a result, reported C360 scores are not fully reliable and may not reflect actual customer sentiment.”</span></p>
<p><span style="font-weight: 400;">The OIG said the Postal Service should: </span></p>
<ul>
<li aria-level="1" style="font-weight: 400;"><span style="font-weight: 400;">Issue guidance telling area vice presidents and district management not to issue artificial, unrealistic performance goals</span></li>
<li aria-level="1" style="font-weight: 400;"><span style="font-weight: 400;">Evaluate its current Customer 360 scoring system and implement scoring system changes to address pressure to manipulate survey scores, including specifically evaluating fraud or quality indicators</span></li>
<li aria-level="1" style="font-weight: 400;"><span style="font-weight: 400;">Monitor booster activity during the upcoming year and take action if it increases </span></li>
<li aria-level="1" style="font-weight: 400;"><span style="font-weight: 400;">Set up deterrents, including rules and system controls to temporarily or permanently suspend Customer 360 system access to address known, repeat offenders</span></li>
<li aria-level="1" style="font-weight: 400;"><span style="font-weight: 400;">Develop a holistic escalation process for documenting, escalating, and addressing suspected misconduct schemes</span></li>
<li aria-level="1" style="font-weight: 400;"><span style="font-weight: 400;">Examine and update their survey impact analysis to include all suspected fraudulent surveys and report updated Customer 360 scores for fiscal years 2023, 2024, and 2025 to the Postal Regulatory Commission.</span></li>
</ul>
<p><span style="font-weight: 400;">USPS management disagreed with the findings and rejected each recommendation, however. Officials argued the findings lacked context and said the OIG declined an earlier request for assistance in March 2024. </span></p>

<p><span style="font-weight: 400;">USPS management also said that the 119,000 surveys the OIG had identified as high-risk were “not substantiated, inconsistently explained, and could not be replicated,” and disagreed that it set unrealistic customer satisfaction goals that pressured employees. </span></p>
<p><span style="font-weight: 400;">The OIG in turn disagreed with USPS managements’ responses. </span></p>
<p><span style="font-weight: 400;">“Regarding the finding, the Postal Service disagreed with the OIG’s methodology and could not replicate it, and stated the OIG denied it access to the data,” according to the report. “However, the OIG used Postal Service data, and the audit team provided detailed descriptions of the filters it applied to that data in writing, including in this report.”</span></p>
<p><span style="font-weight: 400;">“The OIG maintains that to fully comply and meet its legal obligations, the Postal Service must comprehensively evaluate and update C360 scores across all fiscal years, enabling management to identify genuine service issues that support continued customer use of Postal Service products,” it concludes. </span></p>
<p><span style="font-weight: 400;">The report on survey manipulation comes as the Postal Service continues to face financial woes. The agency has consistently faced </span><a href="https://federalnewsnetwork.com/agency-oversight/2025/11/usps-sees-9-billion-net-loss-in-fy-2025-renews-push-to-borrow-more-from-treasury/"><span style="font-weight: 400;">significant budget losses</span></a><span style="font-weight: 400;"> and has </span><a href="https://federalnewsnetwork.com/agency-oversight/2026/06/usps-staves-off-immediate-cash-crisis-but-warns-of-continuing-financial-woes/"><span style="font-weight: 400;">projected facing a cash crisis</span></a><span style="font-weight: 400;"> sometime between 2031 and 2035. </span></p>
<p><span style="font-weight: 400;">Another recent report, from the Government Accountability Office,</span><a href="https://www.gao.gov/products/gao-26-108527"><span style="font-weight: 400;"> found USPS is struggling to meet service standards,</span></a><span style="font-weight: 400;"> even as it’s lowered those standards partially due to cost-cutting initiatives. </span></p>

House lawmakers eye a makeover for the AbilityOne program

<li style="margin-top:20px;">Federal health insurance enrollees will soon have a new option for their flexible spending accounts. The FSAFEDS program will be offering a Flexible Spending Account (FSA) card beginning in 2027. Using the card option will let enrollees pay directly for eligible health care expenses. It will make for more convenient checkouts and easier account management, the program’s website says. <p>As the Education Department presses forward with handing off much of its remaining work portfolio and personnel to other agencies, former department secretaries and union officials are demanding greater transparency about the consequences of those efforts.</p>
<p>In a <a href="https://drive.google.com/file/d/1NrbtwmqelB_c-2xprWeY8GeozLNkTT2h/view" rel="noopener" target="_blank">letter</a> addressed to Education Acting Inspector General Mark Priebe, the American Federation of Government Employees — along with three former Education secretaries from the Biden and Obama administrations — called for a formal investigation into the costs of the Trump administration’s massive workforce and program cuts.</p>
<p>“This is waste. This is fraud. This is abuse,” the letter reads. “We ask for OIG to shed light where there has been vast darkness around the agency’s actions.”</p>
<p>The increasing pressure comes after the Education Department laid off <a href="https://federalnewsnetwork.com/workforce/2025/03/education-dept-announces-temporary-office-closures-citing-security-reasons/" rel="noopener" target="_blank">nearly half</a> of its career employees through a reduction in force (RIF) last year, combined with some voluntary separation incentives. The department’s headcount now stands around 2,000 compared to roughly 4,000 prior to the Trump administration.</p>

<p>AFGE Local 252, which represents Education Department employees, also assembled alongside House and Senate Democrats this week to urge the administration to halt the department’s dismantling.</p>
<p>“We may never be able to truly calculate the human cost of all of this, but we at least need to understand the financial cost to taxpayers,” Rachel Gittleman, president of AFGE Local 252, said Tuesday at a press conference outside the Capitol Building. “We know that behind every termination, every forced retirement or resignation, every dollar slashed, every office or program relocated, every policy decision is a story of a real human who is being harmed right now.”</p>
<p>Gittleman, one of the Education employees who received a RIF notice last year, pointed to hundreds of current Education Department job postings that seek to fill “the exact jobs our fired members were doing,” while accusing the department of refusing to hire former employees who were laid off in 2025.</p>
<p>“One of our fired members has been rejected multiple times from Education Department job postings that are identical to the job that she did while at the department. She was finally hired by a contractor to do the exact same job she did at the department for $15 an hour and without benefits,” Gittleman said. “She’s facing foreclosure on her home.”</p>
<p>Democrats who spoke at Tuesday’s press conference vowed that after the midterm elections, they would push forward with reversing the massive cuts to the Education Department.</p>
<p>“The next Congress, where I chair the Education and Labor Committee, we’ll get even more done,” Rep. Bobby Scott (D-Va.), currently the committee’s ranking member, said Tuesday. “We’ll conduct vigorous oversight into the Department of Education. We’ll pass legislation to address equity in education and rebuild America’s schools. And we’ll be able to overcome this because we will be united.”</p>
<p>“We cannot just rely on good faith and handshakes. We have to codify legislation that makes sure the department is protected,” Rep. Jahana Hayes (D-Conn.) added. “This will be the only agency that is gone if we don’t do something about it … We have to make the entire caucus and country understand the work of the department, the people who facilitate that work and what it means to children, to communities and to our future.”</p>

<p>It would require congressional approval to fully dismantle the Education Department. But the department is <a href="https://www.ed.gov/about/initiatives/returning-education-states" rel="noopener" target="_blank">already in the process</a> of implementing more than a dozen interagency agreements to <a href="https://federalnewsnetwork.com/reorganization/2025/11/education-department-offloads-some-work-to-other-agencies-as-trump-presses-for-its-closure/" rel="noopener" target="_blank">transfer major federal programs</a> and personnel to other agencies across government.</p>
<p>The Justice Department will take on enforcement of civil rights in education, while the Department of Health and Human Services will oversee special education, administration officials <a href="https://federalnewsnetwork.com/reorganization/2026/06/trump-moves-oversight-of-special-education-and-civil-rights-from-the-education-department/" rel="noopener" target="_blank">announced in June</a>. With those moves, the Education Department has now carved away the vast majority of its functions for <a href="https://apnews.com/article/student-loans-debt-education-treasury-department-014f9b51100226048335d053cc21e9f1" rel="noopener" target="_blank">other agencies</a> to handle.</p>
<p>An Education Department spokesperson said the department’s RIF “was implemented carefully and in compliance with all applicable regulations and laws.”</p>
<p>“We will continue our work to return education to the states and improve outcomes for our nation’s students,” the spokesperson said in an email.</p>
<p>Education Secretary Linda McMahon is also facing an ongoing <a href="https://www.courtlistener.com/docket/69732750/state-of-new-york-v-mcmahon/" rel="noopener" target="_blank">lawsuit</a> from 21 state attorneys general over the Education Department RIF and efforts to shutter or transfer large portions of the agency’s work. After a preliminary injunction was issued in the case early last year, the Supreme Court later allowed the department to move forward with the mass layoffs.</p>
<p>On Monday, the plaintiffs <a href="https://storage.courtlistener.com/recap/gov.uscourts.mad.281941/gov.uscourts.mad.281941.224.0.pdf" rel="noopener" target="_blank">filed a request</a> calling for the Education Department to turn over about 1,300 documents related to the RIF that the administration has been withholding.</p>
<p>“These materials are central to understanding the decision-making behind defendants’ unlawful dismantling of the department,” plaintiffs wrote in their court filing.</p>
<p>The Education Department’s inspector general office <a href="https://oig.ed.gov/sites/default/files/reports/2026-06/FY26%20F25DC0245%20%286.22.26%29v100_508_SECURED.pdf" rel="noopener" target="_blank">reported</a> in June that the workforce reduction efforts, as well as transfers and eliminations of agency programs, have led to the shuttering of some statutory, oversight and monitoring functions of the department.</p>
<p>“They are gutting the department. They are slashing funding. They’re driving out expertise,” Rep. Suzanne Bonamici (D-Ore.) said at Tuesday’s press conference. “They’ve moved major responsibilities to other agencies under so-called interagency agreements without the support of Congress. They’ve diluted the expertise. That’s not more efficient.”</p>

<p>In July, the Senate Health, Education, Labor and Pensions committee <a href="https://www.congress.gov/bill/119th-congress/senate-bill/5046" rel="noopener" target="_blank">advanced a bill</a>, with bipartisan support, that would prohibit the Trump administration from shuttering or transferring functions of the Education Department. A pair of bipartisan House lawmakers <a href="https://www.congress.gov/bill/119th-congress/house-bill/10232" rel="noopener" target="_blank">introduced a companion bill</a> earlier this month, which has been referred to the House Education and Workforce Committee for further consideration.</p>
<p>“You cannot sign an agreement that teaches the Department of Labor how to enforce a student’s civil rights. You cannot repost a job and get back 30 years of knowing how the money actually reaches the classroom — that’s expertise that walked out of the door, and every day it stays gone,” AFGE National President Everett Kelley said. “Until Congress gets it right, until Congress brings these workers back … we are going to continue to fight.”</p>

Federal judge stalls USDA reorg — for now

<p>A U.S. federal judge on Sept. 14 hit the brakes on sweeping reorganization measures at the Agriculture Department, issuing a temporary stay amid ongoing litigation.</p>
<p>U.S. District Judge Vince Chhabria issued an administrative stay in the Northern District of California court, where federal unions filed the latest in a series of lawsuits alleging government officials acted illegally against the federal workforce. Union representatives argue <a href="https://federalnewsnetwork.com/reorganization/2026/09/federal-unions-sue-again-to-block-usda-reorganization/" rel="noopener" target="_blank">USDA’s complex reorganization plan</a> unlawfully forces thousands of agency employees to choose between undertaking long-haul relocations or losing their jobs.</p>
<p>“Defendants shall not take any action to implement, carry out, effectuate, or enforce those deadlines, including proceeding with any termination, separation, or other disciplinary proceeding against an employee, or placing an employee on Absent Without Leave status, based on the employee’s decision to decline reassignment, not to respond to a notice of reassignment, or not to relocate,” Chhabria wrote in the <a href="https://storage.courtlistener.com/recap/gov.uscourts.cand.478356/gov.uscourts.cand.478356.56.0.pdf">administrative stay order</a>, which extends through Oct. 2.</p>
<p>USDA’s multi-part plan includes relocating approximately 2,600 employees currently based in the Washington, D.C. area, accounting for more than half of USDA personnel in the region. Those employees would move to agency hubs across the country; some 90% of the USDA workforce already works outside the National Capital Region.</p>

<p>“USDA knows and intends these moves will cause significant attrition among existing USDA staff, depriving the agency of a wealth of knowledge, experience and the ability to perform its statutorily authorized and mandated functions,” plaintiff attorneys wrote in their Sept. 8 lawsuit calling for a preliminary injunction. “The closure of offices and facilities and forced relocation of USDA employees … are contrary to law and exceed USDA’s constitutional and statutory authority,” violating congressional rules on agency authorities, including the Administrative Procedure Act.</p>
<p>Plaintiff groups in the latest lawsuit include the American Federation of Government Employees, the American Federation of State, County and Municipal Employees, the National Federation of Federal Employees and the National Treasury Employees Union — all unions representing employees in various USDA components affected by the reorganization.</p>
<p>Language in Chhabria’s order explicitly states the administrative stay applies only to specific USDA components: the Food and Nutrition Administration; Research, Education and Economics mission area; Forest Service; Foreign Agricultural Service; Rural Development mission area; Farm Production and Conservation mission area; Office of the General Counsel; and Office of the Assistant Secretary for Civil Rights.</p>
<p>According to the order, the stay will provide the court “time to address the merits of Plaintiffs’ preliminary injunction motion, and accommodate Defendants’ requested additional time for briefing.”</p>
